Regional Safety & Security Initiative

The Regional Safety & Security Initiative leverages our collective resources to develop best practices for emergency communication, security awareness and training, and disaster response.

Our Regional Security Advisor works directly with local, state and federal law enforcement partners across the state to ensure the safety and security of our Jewish community, and together, we are helping foster a culture of empowerment, collaboration, and vigilance, ensuring that all Jewish organizations operate safely and securely.

About the Secure Community Network (SCN)

Founded in 2004 under the auspices of the Jewish Federations of North America and the Conference of Presidents of Major American Jewish Organizations, SCN works to ensure the safety, security, and resiliency of the Jewish people, on behalf of 146 Federations, the 50 largest Jewish nonprofit organizations in North America, over 300 independent communities, and other partners in the public, private, nonprofit, and academic sectors.

Our Regional Security Team

Our Regional Security Team provides services free of charge to non-profit Jewish community institutions, including synagogues, day schools, JCCs, and other Jewish service organizations. They can be reached 24/7.

Philip Niedringhaus retired from the Federal Bureau of Investigation on June 30, 2020, after a 29-year career. One of the first FBI undercover employees to successfully penetrate white supremacy organizations in the mid-1990s, Phil developed expertise in complex violent crime investigations, tactical operations, law enforcement instruction, and domestic terrorism investigations. He served in numerous leadership roles in both the field and at FBI Headquarters, including running the FBI’s Rocky Mountain Safe Streets Task Force. Prior to his FBI career, Phil served as a deputy sheriff with the Minnehaha County Sheriff’s Office in Sioux Falls, South Dakota, and as a special agent with the South Dakota Attorney General’s Office, Division of Criminal Investigation. He was appointed regional security advisor with SCN for JEWISHcolorado on July 13, 2020, and now serves as the regional director.

Kevin Farrington was appointed regional security advisor with SCN for JEWISHcolorado after a 25-year career with the Federal Bureau of Investigation, where he retired as the Assistant Special Agent in Charge of Denver Field Office. A graduate of the Naval Academy, Kevin served 5 years in the U.S. Marine Corps before embarking on his career with the FBI. He helped start the Joint Terrorism Task Force after 9/11 and started a Violent Gang and Organized Crime Task Force in Orlando, which led to him being recognized as the Organized Crime Federal Agent of the Year by the U.S. Attorney’s Office for the Middle District of Florida. Kevin was an FBI SWAT Team Member and rose to the level of SWAT Senior Team Leader, where he responded to more than 200 high-risk operations. He spent more than 2 years at FBI Headquarters before coming to the Denver field office where he led the FBI’s gang task force with an investigation that culminated in the largest federal enforcement operation in the history of Colorado. Before retiring, Kevin helped establish and lead the first-ever International Organized Crime/Money Laundering/Cyber-enabled Crime Task Force in Denver.

Brian Maloney joined Secure Community Network as a Regional Security Advisor based at JEWISHcolorado with 27 years of law enforcement experience, including more than two decades with the FBI. Maloney’s career began as a Criminalist with the San Bernardino County Sheriff’s Department in the mid-1990s, during which time he worked primarily on clandestine laboratory investigations. He then joined the DEA in Chicago as a Forensic Chemist before transitioning to the FBI in 1999 as a Special Agent. Maloney’s FBI career included investigative and undercover operations in Los Angeles, Kansas City, Chicago, and Denver, with notable roles such as Special Agent Bomb Technician and Supervisory Special Agent for FBI Denver’s Counterintelligence Task Force. Throughout his career, he focused on national security matters and relied on extensive partnerships within the U.S. intelligence community as well as with foreign partners, including the Israeli Security Agency (ISA).

JEWISHcolorado Honored with FBI Community Leadership Award

JEWISHcolorado’s Regional Safety & Security Initiative received the 2020 Federal Bureau of Investigation Director’s Community Leadership Award, which recognizes institutions that have demonstrated outstanding contributions to their local communities by assisting the FBI in combatting crime, terrorism, drugs, and violence in America.
